None of the full-time performers on the list have jumped in on this, so I'll offer my less authoritative opinion. It seems clear to me that Poulenc's intent is for the quarter-note to be constant between the cut time and the three-quarter throughout that section, so the eighths would be the same as well. I did perform this once decades ago, and I'm sure that's the way we did it (which proves nothing).

Subject: [kl] Poulenc clarinet-bassoon sonata
Hello. I have a question about the third movement (Finale) of the
Poulenc sonata for clarinet and bassoon: Should an eighth note in the
second measure --- which is in 3/4 --- be played with the same duration
as the eighth note in the first measure (which is in cut time)? Or is
an eighth note in the second measure played half as long as the one in
measure 1? Thanks in advance for your opinions.
