I would translate it like

"What never and nowhere has gone to, will never become obsolete".

The meaning of this phrase, that might have been written by a romantic
German philosopher like Schlegel, or the pessimist Schopenhauer, or even
Nietzsche, is strongly dependent on the context, I think, I can give several
interpretations of these words.
