Dan,

As far as I read, the article talks about the "lack
of" cadenzas in Mozart's clarinet concerto. They
explain why those fermatas are not cadenzas, and, to
see how they can be developed, they made transcription
of the most known recordings. They explain this matter
as you do (well, almost!)
