Be very careful here, Jim. The most important problem in your
question is that the obligatto instrument is not a clarinet. And
what this means is that, in the absence of a basset horn for you
or someone to play, you might feel that you can do the aria on
clarinet without any consequences. But this aria will give you
problems if you attempt it on clarinet. There is low note work
that will force passage into a register that was not intended.

One of the reasons why one hears this aria much less frequently
than the other obligatto aria in Titus (Parto! Parto!), is
because it doesn't work on a clarinet.

So your question of where to find the part had two issues: first,
the part for clarinet that you were looking for is not for
clarinet, and second, the part for basset horn (which can be
obtained even if you have to write it out from the score in the
Baerenreiter edition) is not amenable to performance on anything
but a basset horn.

The aria itself is for a mezzo voice, not a soprano like Parto!
Parto! And the character of a mezzo instrument is called for,
not the character of the soprano clarinet.
