I have yet to play a Vandoren Bb clarinet mouthpiece (B45, B46, B44, 5RV,
and 5RV Lyre) that did not play FLAT from C or so above the staff upward on
virtually any clarinet. No other mouthpieces I own or have played exhibit
this tendency at all. I do, however, own an old and beat up Selmer BT that
plays very SHARP in the upper register otherwise, but plays perfectly in
tune with a Vandoren! The basic truth you state, though, is still
valid: the mouthpiece COULD be responsible, so try some others. At one
time I used a short barrel until I changed mouthpieces and no longer needed it.
