You should try shorter barrels, but sometimes a
difference of 1mm or 2mm will not affect the pitch
that much, and of course it will affect all notes the
same. You can find yoruself with very sharp throat
notes, and the low notes will still be just as flat as
before.

What I would suggest first is find a good clarinet
player(s) and have them try your clarinet. If they are
not flat, it could be you or the mouthpiece/reed
combination.

You should go to a store with barrels to try, but also
I would suggest to try other mouthpieces. I have
several mouthpiece that I can't use anymore because
they play flat with my clarinet. You should try
regular Vandoren mouthpieces (not the 13 series)
beacause they are supposed to not be flat in pitch,
and they are excellent mouthpieces and not too
expensive. Try as many mouthpieces as you can.

For example, my clarinet has two barrels, one 64mm and
one 63mm. It is meant to play in best intonation with
the barrel 1mm open.
With my main mouthpiece I will play mostly in tune,
and open/close the barrel/joints/bell depending on the
weather. With a flat playing mouthpiece, even using
the shorter barrel closed all the way, it will still
be way too flat.
