Eight years old is indeed fine, as long as the fingers can cover the holes.
The neck-strap is a good idea. One area to check on that I haven't seen
mentioned is the teeth. They must be stable enough to handle a little pressure.

8 years old is fine, even if she is small - the sooner the better. I find
that the Buffet B10 woks very well
for young students. Children can do anything- you should just give them the
chance!
