There is a very good chance the instrument is, indeed, silver plated.
When you say that it doesn't seem shiny enough, I suggest that the
finish is silver plating over a sand blasted, or glass bead blasted
body. The key work, on the other hand, is smooth and probably is
shiny enough to meet your expectations of what a silver finish should
be. The gold bell interior is probably a gold wash, a very thin
plating of gold. These instruments were finished the same way that
silver plated saxophones were done. It was actually easier and
cheaper to do the silver plating than to polish and lacquer (on
saxophones) to cover what tinning and wiping off any excess solder
from the key post soldering. The lacquering of saxophones was an
after market craze that many people were having done to their silver
saxophones. Manufacturers finally picked up on this fad and started
doing it themselves when making the saxophones.
