WebTV is broken, broken, broken. It can't handle JavaScript, can't handle Java applets, can't handle Flash, can't handle valid old CSS never mind the newer versions, can't handle PDFs, ... It's broken, broken, broken, and the number of customers is so low it isn't worth the effort to write sites that _might_ support them.

A used desktop is muy cheap. A dialup is pretty cheap. DSL or Cable hookups aren't horribly expensive if available in your area.
