I wasn't suggesting you publish the Hamburg Concerto---I think that
might get you into quite a lot of trouble with Schott actually. ;-)

The Georgina Dobrée CD is called "This Green Tide" and can be found
here: http://www.clarinetclassics.com/cc0012.htm Search the title on
amazon.co.uk and you'll find it.

I would have thought that some of the bass clarinet solo repertoire
could also be performed on basset horn, some of it probably with
composer's blessing. But again, publishing it might be tricky. Fancy
taking Ferneyhough's "Time and Motion Study I" for a spin? I can lend
you the score. :-)
