No, Dee, it's a completely different environment. The effects are
harmful in both cases, but unquestionably they are not "just as
harmful."

This aspect of the thread is becoming too personal for me to carry it
much farther. I'm sure you understand that I have neither taken nor
intended personal offense when I demur.

The central issue remains that NCLB is contrived, one-size-fits-all,
ideologically conceited and self-centered, and destructive in more than
one way. NCLB leaves a different set of children behind, and NCLB
drastically narrows the purpose of public education in the process.
