One of the several defects of NCLB is that no provision is made for
learning handicaps --- cerebral hemorrhage, dyslexia, etc. If a child
(in California) fails the tests, the child is told that he/she must
"work harder", and the school is penalized for the child's existence.

It's almost impossible to explain to someone who hasn't lived through
the process what this does to the child's self-image.
