Yes I am 'near' a University - I go to one! and yes I have looked in Groves
and it doesn't have the information I am looking for. 15 pages just isn't
enough info I am afraid. ;-)

You assume I am in America - I am not.

I am not a young inexperienced student and have looked into various sources
and yes interlibrary loans. I am searching journals next.

Are you near any university with a music school? If so, the school
should have a copy of GROVES DICTIONARY OF MUSIC. The article in there
is at least 15 pages long. There are other sources for Weber info.
However, they are mostly in music magazines, doctoral theses and other
encyclopedias. I recommend you contact a conservatory such as Peabody
or Juilliard and ask the librarian for help. It is even possible that
they will do an ILL (Inter-library loan) if they have a particularly
juicy book or article.
And, yes that IS why doctoral students are expected to have skills in
foreign languages. Face it: America is a relative Johnny-come-lately to
the classical music world and most scholarship has been done in Europe.
Just a fact of life. They are also closer to most of the primary source
material. We may be richer and more powerful but some things you just
can't be the best in.
