It is a Wallonian name, and should be pronounced French, consequently.

"André": The "A" is pronounced like the "a" in water, but is pronounced
through the nose. Thus "André" is pronounced like "Andray".

"Waignein" poses more problems The W is prononunced as it is in English, but
rather the, I think Australian or Scottish way, i.e. without the more or
less explosive sound the English use, but more like the "v" in very. The
following "ai" is pronounced like the first letter "e" in "there", "gn" is
pronounced like "nj", the final "ei" is once again pronounced like the first
"e" in "there, but through the nose. Thus I would transcribe the name into
English something like

Ahndray Veh-njeh n

I hope to have been sufficiently clear.

But then again, if you pronounce it wrong, and are not in France, Belgium or
the Netherlands: who will notice?
