I agree that the tenon would preclude repair. If the size seems to bother
your clarinet repairperson, go to an oboe repairperson. They perform more crack
repairs, generally, than clar r/p (oboes crack more frequently than clars),
and are certainly used to the smaller diameter.

The problem with Eb barrels is that there is just not enough room to pin
them, plus I think pinning such a small piece will probably cause it to
crack again. Also, the crack is most like into one of the tenons and once
there can never be fixed. It is possible that you might be able to achieve a
temporary seal by using superglue, but that will most likely release at some
point.
