Gary, you have summarized a classic case of double-speak. Double-speak
_does_ breed general public distrust in the long run. However:

Verifying the sender would not deter those companies who are willing to
reveal their name.

Here are two examples that have happened to me, one from telephone
marketing and the other from Internet marketing:

(1) The telephone company repeatedly calls me and urges me to buy a more
expensive plan. When I complained (twice now) that I don't want to
receive any more telemarketing calls from them, I was transferred to
another department who refused to remove me from their call list because
I was a customer of theirs and hence they were mandated to keep me
informed about customer service issues.

(2) I bought one of Moshe Berlin's CDs from a Klezmer website because
Barnes & Noble didn't list Moshe Berlin's recordings at the time. This
put me on the distributor's email list. When I asked to be removed,
the distributor told me (quite forcefully, it happens) that he was
entitled because I had purchased something from him. I realized that
my only recourse was to change my email address, which I did.

Both of these examples would 'pass muster' under AOL's and Yahoo's
proposal.

....and I suppose that no ISP wants to bear the expense of converting to
a verification system which would reduce emails only from senders who
_want_ to conceal their identity.
