I would assume that, in some cases, the problem is related to putting
the instrument away without wiping the tenons. Basic sanitation.
That is, allowing the 'guck' to sit on the tenons for days/weeks/months
and thereby allowing it to soak really deep into every pore and crevice.

Only one or two of the tenon corks on my clarinet have been replaced
(only once) since I bought it 6-7 years ago (?), and, so far as I know,
the cause was simply age and usage and an occasional 'scrape' because I
forced a new barrel/bell/mpc onto my clarinet even though the fit was a
bit tight or maybe I wasn't watching when I put the joint together
without lining things up carefully.
