In a German-notated score (indicated by the B not Bb) wouldn't it be "tief
B"?

I believe the practice was that when horns in B-flat basso were
desired, it had to be explicitly stated, just as clarinet in
B-flat meant soprano clarinet unless something else was
explicitly requested. An example may be found in Mozart's
request for four horns in K. 361. Two are horns in F, and the
other two are explicitly requested to be in B-flat basso.

In Beethoven's opus 71 sextet for 2 clarinets (see I mentioned
them), 2
horns, 2 bassoons, in the second movement be calls for horns in
B. Now
I know that in his charmingly Germanic manner he actually means
Bb, but
which Bb? Is it meant to sound down a step like a Bb clarinet
or down
a ninth like a bass clarinet.

OK I've said "clarinet" three, make that four times.
