From my communication with the foundation:

"It is very important for libraries to know when their manuscripts are
used: an uncontrolled distribution is not in their interest."

Do they earn money with it? You bet. Scholars are required to come to
the museum and/or pay for an authorized facsimile. Not unlike many
museums and their paintings.

My personal belief is that distributing digital facsimiles is in the
library's public interest; the original is best used for very serious
study, where the physical article becomes very important. But there's
not much money in that.

If anyone happens to have an out-of-copyright book with the Winterthur
manuscripts reproduced within I'd be free to copy and distribute those.
