Naah, Schott hire out all over the world; their HQ is in Germany but
they work internationally. They have a shop in London along with
Universal Edition, see

If you explain the situation, that you want to get hold of it for study
purposes, they might even let you have a score and a copy of the solo
clarinet part free of charge, aside from postage. Boosey & Hawkes' New
York office did that for me with the Elliott Carter clarinet concerto.
So long as you properly rent the thing when you plan on giving a
performance, the publishers tend not to mind letting you have a look at
it for your own private study.
