Hi:
I've read those documents and they do not address or refute the issues I
was speaking about. The first is an "in state" emergency declaration
authorizing the "in state" FEMA to act and the other is the request for
councilors I mentioned in my post. If you read the 2nd document dated Aug
27 The Governor says; "I am specifically requesting emergency protective
measures, direct Federal Assistance, Individual and Household Program (IHP)
assistance, Special Needs Program assistance, and debris removal." In
other words she is asking for money; people to explain to home owners how
to get assistance, help for people with special needs and money for and
people to remove debris. Neither of the documents,according to the folks
I've talked to would allow outside National Guard units to come in or
allow evacuation assistance by the Feds, military assistance or any of the
issues of which I was speaking.

Oh, and if you consider speaking directly to FEMA officers who were in the
meetings and people who work for the Corps of Engineers or seeing the
involved people say it directly on TV "anecdotal", then you got me. Also it
isn't my intent to point these things out to assign blame but rather
correct misconceptions I've read here and heard repeated all over the
media. If people are going to demand that this doesn't happen again, which
they already are, then it is imperative that you know what actually happened.
