It is not just the politicians. If you are going to assign "first blame,"
then it must fall squarely on the shoulders of the people. They continued
to live there even after hurricanes in the past caused problems. They did
not insist on making safety a priority and would certainly have voted OUT OF
OFFICE anyone who dared suggest raising taxes to improve the levees.
