Rien, I wonder if Finale has a command similar to Sibelius's "UNLOCK"
command?

I had similar difficulties in Sibelius. My attempts to arrange systems
and staves and measures per stave weren't working satisfactorily for
reasons that were not intuitive or obvious to me.

I didn't want to lose the work that I had already done, but I couldn't
live with the mess that I had on my screen either.

Presumably I could've solved the conflicts if I had known exactly which
of Sibelius's many settings and defaults to change. However, Sibelius
has an "UNLOCK" command which releases most previously-established
constraints. When I used it, all the 'weirdnesses' disappeared, and I
was free to start over again.
