All of that was DONE. But the assistance to assist evacuation was not
accepted until too late. School busses that MIGHT have been used for
evacuation were left sitting idle to be flooded. The Feds did what was
requested. That may well not have been enough, but nobody foresaw (or
could have foreseen) the full magnitude of the disaster.
