Presuming you have a place to land ... airplanes carry a hell of a lot
more people than helicopters, and have a greater range (just how do you
think you're going to refuel all those helicopters in a flooded airport?
A little water in the fuel to make your day?) DC3/C47s had a pretty good
passenger capacity and are (still, 70 years after their first flight
with hundreds still in service) renown for their reliability and range.
Ask any international drug running cartel ...

It was/is a logistical nightmare (whether or not it should have been
that bad is truly the question), and for the first few weeks of any
disaster money isn't the problem - access is. Spending money wisely is a
lot harder than it looks.
