I wouldn't take what I read in the UK Guardian too seriously. Actually the
FEMA budget increased dramatically following 911 but as it was rolled into
Homeland Security a person who wished to give the wrong impression could
point to decreases in specific point budgeting.

I actually know someone who was involved in the levee study and at issue
was an internal debate about building upon the existing
structure. Numerous engineers pointed out that the structure was
deteriorating and that the initial plan proposed by the Corp would be
nothing more than an expensive temporary measure not likely to accomplish
anything overly significant. The project was redirected to make a study
for a permanent solution. Sounds a bit different when put that way doesn't it?
