What I want to know is why we continue to build on a flood plain? And why is ANYONE planning to rebuild there? When you play with fire you get burned. I know that the City of New Orleans can't be disassembled (even though Katrina did a pretty good job of disassembling most of it) and moved quickly. But why rebuild there instead of moving and rebuilding in a safer place. Where that would be, I don't know, but anywhere is better than there.

As for those who are living through this mess, it is a shame that we didn't learn after 9/11 to take care of our own and plan for this type of thing. I know all too well about erring on the side of safety and losing one's job. I run an aquatic facility and deal with that issue on a daily basis. It is incredible to me just how stupid humans can be where safety from Mother Nature is concerned. I can't even get an AED for my facility or bottled oxygen and we serve mostly those over the age of 55. I can't tell you the number of heart attacks and respiratory arrests I have seen while working. The water environment is the most hostile natural environment to mankind that I know and has been present forever. We still choose to ignore the obvious.
