The fingerings referred to by the numbers relate to the 1941 Otto Fritzsche
fingering chart (Boehm System)

The notational marking of the open headed eighth note is a suggested
breathing place.

Other notational markings refer to such items are right hand down, or
fingers left down in particular passages, etc...
