I never heard that he said this, but I agree it's bogus. For my bass clarinet
setup the last four years or so, I've used a Bay ligature with a mouthpiece
(Selmer C*, I think) that I had refaced by a local professional player. It
sounds great and I've never felt the need to change anything.

P.S. I get a lot of comments about the ligature's appearance, too.
