Come on, man, that's a silly question. There are a million ways to
start writing a piece of music. Starting by saying, "OK, I want to try
writing for instrumental combination X" is as good a way as any. And
studying other works for the same combination doesn't necessarily mean
copying their aesthetic---it's useful for many other reasons (things
like instrumental balance, interesting orchestral colours, and simply
the technical possibilities of the instruments concerned).

When a composer gets a commission a lot of the time they don't have the
luxury of free choice of instrumentation. And that's not necessarily a
bad thing. Starting with an outside restriction and letting the music
arise from that restriction can sometimes lead you in original
directions you wouldn't have come to otherwise.
