David Hite weighs in with 1/4 = 96 for #6; 1/4 = 76 for #21. Mr. Rose gave
only general markings... Allegro for #6; Andante cantabile for #21.

Regarding #6, one misses good musical bets at around 104 on up... There is a
certain elegance available via concentration on the natural stresses of the
articulatory rhythms if one isn't bent upon dazzling fluency.

IMHO, #21 has its own natural flow which, if ignored, renders it either
sluggish or trite. Certainly, slow practice utilizing the beat division,
even subdivision, is invaluable for interpretive, technical and rhythmic
detail work, but ultimately, the piece must "sing" (Andante "cantabile") :-)

If I were you, Annie, I'd teach the etudes both ways; your way to get the
musical goodies you desire; the auditor's way to help your students attain
the best chair position.
