To my mind, "Solo Clarinet" would indicate the leader, or possibly the
first desk, and would likely be a 1st clarinet part with extra solos
written in---or a genuine solo as per Ebony Concerto.

Of course, I doubt composers are consistent in this respect, but it's a
logical use of the term. There's no point in designating an instrument
a "soloist" unless it means something.
