I do believe you are somewhat on the right track. All pads of the
lower stack (thats the three primary pads closed by the first three
fingers of the right hand and the pad above that closes with the
first or middle finger) should have the same open elevation. They
should, likewise, travel the same distance to close and should pivot
the same same number of degrees from open to closed.

When looking at the lower stack, all four pads should be at the same
elevation above the rims of the pad cups. All of this can be observed.

What cannot always be observed is whether the pads are in exact sync
when in the closed position and are supposed to be creating a seal.
This is best determined with a feeler guage.

I would suggest having it looked at by a repairman with a reputation
for high grade clarinet and harmony clarinet work.
