Yes, I understand this.

However, is there a functional difference between basset clarinet and
basset horn besides their tuning which makes "horn" suitable for one
instrument but offensive when applied to the other?

Historical tradition often rules, and I'm not complaining; but I'm
wondering if there's more to the distinction between the two bassets
besides historical precedent?

The keywork on various clarinets varies quite a bit, yet they are all
named "clarinet".
