Yes to both. the "tool" is a plate glass, a sanding block (small) with=20
rounded edges, two grades of sandpaper, a booklet and a DVD with=20
instructions. Should work on any single reeds.

I haven't looked in the catalogs to see if they carry it, and don't=20
know who ships to Europe among the big US mail order music places.

I can't put my hands on Ridenour's email address at the moment, but an=20
email to him should answer your question about availability in Germany.
