What is the C# (a twelfth lower) like? If you're having this trouble
with one specific note (G#) chances are it isn't a leaky pad. Could be
the pad height as the C#/G# key opens. It should go without saying that
the tone hole needs to be clean.

The hole for this note is often too small. As I understand it, the hole
has to be drilled too far up (to avoid the middle joint, where it should
fall acoustically) so the hole is made smaller to flatten the pitch (to
compensate for too short an air column). A competent tech can help try
to find the optimal compromise between too large (and sharp) and too
small (and sstuffy/unstable). He/she can also undercut the hole a little
to free up the response. It is often not a good note at best - sort of
like the throat Bb, which is also a compromise between acoustics and
convenience.
