Sibelius just uses your soundcard to create a sound via MIDI; if _you_
want to get different clarinet sounds loaded in your soundcard and
re-map the Sibelius/MIDI mapping then you'll get what you want - but it
has really nothing to do with Sibelius at all. You can map your basset
horn voice to be percussion if you want ... Sibelius (or other notation
software) won't care or know what you did.
