You should consider your hardware as well.

I own Sibelius 3, thanks to discounts and an unusual 'special
situation'. My machine has 512 MB of memory, but it does not have one
of the newer 2+ gHz processors. (They ask for a minimum of 1 gHz.) I
am unable to use all of Sibelius's playback features.

Someone mentioned $700. Without any discounts, both Sibelius and
Finale cost $600. The various discounts can bring Sibelius down to
about $350 (I don't know Finale's discounts). Sibelius will 'upgrade'
you from a couple of their major competitors for about $200. Finale
has similar 'competitive upgrades', but I don't know the details.

I generally agree with Joe Wakeling's summary that Finale can do more if
you are persistent, but Sibelius is more user friendly or 'intuitive'.
I discovered recently that the newest versions of both Sibelius and
Finale can load each other's files, but Sibelius does this directly
whereas Finale requires a third program which may (I'm not sure) cause
some losses.
