It's an "older" 1193 about 4 or so years old.

I brought the Bb up by filing the Bb/register hole...a little dangerous, but
it worked. As Clark suggested, I left the throat "A" where it was. I filled
in the tone hole that vents the B, leaving the B a bit sharp, but not too
much, the low E is now only about 10 cents flat.

I also "installed" a tuning ring between the top and bottom joint as many of
the right hand notes are sharp.

Clark is right, there is no point in trying to tune these things to A=440,
they are not built that way.
