No. Nor do the original oboe da caccia parts, even though they are written
for an instrument in F, fall below the range of the clarinet.

If they did, then obviously the situation would be completely different. Do
you think I wouldn't mention that if it were true?

It might even count as a general priciple about oboes and clarinets. As a
famous passage in Verdi's Falstaff shows, the range even of an ordinary
clarinet extends lower than that of a cor anglais (another oboe in F).
