We have 2 shops. One is in Saratoga near San Jose. It is very dry in the Santa Clara Valley. When I get in a clarinet that is dried out, I bring it home to my house which is near the beach in Santa Cruz, and leave the case open in the bathroom for about a week. Daily showers seem to provide the right amount of moisture to bring a clarinet back. If some of the rings are still loose, we tighten them up with paper in a technique a little too hard to explain here. I then tell the customer not to store the clarinet in dry attics, or hot garages. We have been re-hydrating clarinets like this for over 20 years with not a single one returned to us with the rings again loose.

First, try humidifying the instrument (or just the barrel if it's old and
dried out from disuse) a little to see if the ring will tighten on its own.

If that doesn't work, use shims made out of strips of paper between the ring
and the tenon. The paper should be thick enough to make you have to slightly
force the ring over it. The way I've seen it done is:

1. cut a paper strip long enough to go around the tenon and wider than the
ring seat, and wrap it around;
2. Slide the ring over the paper but not all the way down to fully seated;
3. Trim the paper with a sharp knife or razor blade along the bottom of the
ring to eliminate excess paper sticking out of the bottom;
4. Trim the paper inside the ring that's still exposed at the top along the
top edge of the tenon so no excess paper will stick out the top;
5. Push the ring all the way down (it should take a little effort - press
the open end against a firm surface).
