I would assume that the "D" refers to a double... ie... 2 flutes plus =
one
that doubles picc. 3 oboes and a single doubling english horn. 2 =
clarinets
plus an e-flat, etc... It isn't usually written that way, but without
seeing the score, that is what I'd assume.
