I would suggest is that you ask the musicians and music teachers in your
area which music stores and which repair shops are ethical and
reputable. They are the ones who have had occasion to find out about
this and have to deal with such dealers all the time.

Then, go to a real music store and buy a real clarinet, or get one of
your current ones properly repaired. The constant quest to buy
something cheap will eventually result in success, and you will have
what you were looking for, something cheap. But, it probably will not
be of good quality.
