It's a chemical treatement that pre-shrinks cotton and makes cotton more
receptive to dye (hence useful with colored thread).

....but on topic: if you think about cords and strings, some of them
are hard (not elastic) and round (less surface contact with the reed),
and others aren't. Some of them probably soften or stretch more when
wetted. And so forth. If you feel that (say) removing a bit more
metal from a metal ligature makes a difference, then you could also
argue that hard cord or flat cord or <whatever cord> afftects the final
sound.
