What justification does he give for this?

I seem to remember someone mentioning to me that Jack Brymer played the
passage completely smeared, but I might be wrong.

Of course, there can be something nice about the transition from
diatonic to glissando---an accelerating diatonic that "melts" into a
smear... It might be more musically interesting than a full slide. But
I would try it full-smear, and see how it comes off.
