As a starting point, Larry Guy's book "Selection, Adjustment, and Care
of Single Reeds" will get you started without you spending more money
than a beginner needs to. You can spend hundreds of dollars on
adjusting & finishing reeds later, but you certainly shouldn't do so
until you have some idea of what's going on.

In general, you (probably) will want to adjust many of the reeds that
come out of a box. Depending on the type of person you are, you may
decide to do this with a reed knife and sandpaper and a piece of window
glass, or you may end up with much fancier tools But as a starting
point, spend $20 (or thereabouts) on a book such as Larry Guy's.

...and be forewarned that there are as many differing opinions about
reeds as there are about beer, politics, chocolate and hair styles. In
the final analysis, it comes down to "What works for you?"
