If the band director is nonchalant about theft it is no surprise the
students are nonchalant. I would encourage you to take this up directly
with the band director and, if that fails, the school principal. I'm fairly
certainly the appropriate visit and short speech from the school principal
will put fear into the hearts of all involved.
