Yes, that is enough to make a difference.

4 cents flat changes not only the pitch of a piano but its tone as well.

Clarinet, tuning to something 4 cents flat is a big stretch down for me,
it throws the intonation strange as well.

As for hearing it cold as a listener, I do know a few people, only a few,
that can do this.

So I thow a question back at you, for I don t think we should belittle the
standard easily
without a purpose and intent, as if nobody hears it anyway, so who cares.

If we will not uphold the standard, then who will, and where does that leave
us in 50 years.
