Are these American dollars? Unless there is something more needed than
pads, cork, clean, buff and adjust, this would be a 'take your work
elsewhere' price. You don't seem to be a difficult person, so perhaps they
are very fortunately too busy to do your work.
I put on white leather pads for $125 us, plus shipping. I'd like to get
more, but until I'm overworked, I need to be competitive.
Unless they are a matched pair, they will very likely attract a greater
price if sold separately.

I would assume clarinets this old would probably need to be re-sprung and
probably a lot of other work besides just replacing pads. $400 seems very
inexpensive....reasonable.
