It's always risky to mix contexts.

I suspect that all societies and cultures approve of certain actions in
one set of circumstances, but they disapprove of the same actions in
some other set of circumstances.

You (and I) may disagree with some pairs of a society's majority
decisions --- but to describe such decision pairs as simple
inconsistency ignores the possibility (the certainty, really) that rules
of behavior must be context sensitive to some extent at least.

Is a major third always pleasing? Not in certain contexts.
